The Mariners’ Association for Regional and International Networking Organization (MARINO) held a forum on the Implementing Rules and Regulations of Republic Act No. 10022 on September 21, 2010 at the Luneta National Park Development Cooperative (NPCD) in commemoration of the International Seafarers’ Week. RA 10022 is an amendatory law on Republic Act No. 8042 or the Migrant Workers and Overseas Filipinos Act of 1995.
MARINO hosted the forum as a way of celebrating the bigger Seafarers’ Month, which is celebrated globally. The International Maritime Organization (IMO) has set previously this year 2010 as a year dedicated to all seafarers working around the world who face several threats such as piracy. To highlight its own activity, MARINO concentrated on the dissemination of information to Filipino seafarers stating clear cut revisions on the full protection of their rights as well as benefits that are embodied in the revised migrant workers’ act.
As part of the celebration, “MARINO emphasized the solid efforts exerted by the organization, in coalition with cordial migrant workers’ groups, to oppose the dark aim of manning and recruitment agencies to reduce the compensations and death insurance (of seafarers’ and migrant workers) to the level that is unacceptable or unjustified,” MARINO President Milton Unso said. He also added that the amendatory law contains provisions that signify the diminution of established benefits.
